Transit via Republic of Latvia is still not transitable

Just wanted to book ryanair tickets to London from Riga, from the beginning of this year they allow transit using schengen visa, but it seems that for London it will not work:


In accordance with the Decision No.895/2006/EC1 and the Decision No.896/06/EC2 of the European Parliament and of the Council of the European Union of 14 June 2006, the following provisions shall be applied as of 1 December 2006:

A third-country national, holding a valid visa or a residence permit of a Schengen memberstate3 or of a new EU member state4 or a residence permit issued in Switzerland or Liechtenstein, may cross in transit the territory of Latvia without Latvian transit visa, in order to enter the territory of a Schengen state, a new EU member state, Switzerland or Liechtenstein or return to his/her country of residence or, if there is such a permit, to a third country.

The interesting part here is in order to enter the territory of a Schengen state, a new EU member state, Switzerland or Liechtenstein or return to his/her country of residence or, if there is such a permit, to a third country, thus I do not need Latvian transit visa to go from London to Saint Petersburg via Riga, but will need the visa if I go from Saint Petersburg to London via Riga. Damn difficult! I have called consulate and they say that I need transit visa in both cases for onward and outward journey.

More interesting is that the decision of European Parliament No.895/2006/EC1 they are referring to does not include this nice clause about the required directions of a journey.

And last, but not least: compare the information on the sites of the Ministry of Foreign Affairs of Latvia and the Embassy of Latvia in Moscow:

The first one lists the clause about transit direction while the second one does not. Where is the truth?

Confused? Me too. So, I am now thinking about flying via Finland as usual.
